I hate it when my bull goes missing

This sign is posted on the cross-street about a mile from my street.  "Missing Bull."  As in, one of those ginormous mean things with horns on its head, that doesn't like anyone.

I think there are a lot of things wrong with this sign. 

Its size, for one thing.  And the lack of urgency, for another.  You can't really tell from the photo, but it's on a standard sheet of letter paper.  Shouldn't it be on a huge poster, with a picture of a mean bull to accentuate the giant lettering?

Is it on such small paper because it is illegal to lose a bull? I don't know for sure that it is, I'm just guessing.
